The basics

What is public housing?

Public housing is a federally funded rental assistance program located within the city limits of Farmville, NC. Here is how it works, in plain language.

FHA is your landlord

The Farmville Housing Authority is the landlord — you rent your apartment directly from FHA.

Assistance stays with the unit

Your rental assistance is tied directly to the apartment you are assigned — it is not a voucher you take elsewhere.

You pay 30% of income

All participants pay 30% of their monthly income toward their own rent and utilities.

$50 minimum rent

Public housing has a minimum rent of $50 per month, even when 30% of income would be less.

No income required

You do not need income to be eligible — that is exactly why the minimum rent exists.

Eligibility

Who can apply

FHA accepts applications from both market-rate renters and those who need rental assistance.

Every applicant is screened according to HUD and Housing Authority policy.

What counts as income?

Income can include any or all of the following:

  • Employment income
  • Child support
  • Social Security
  • TANF
  • Odd jobs paid in cash

No income? You can still be eligible — the $50 minimum rent applies.

Over the income limit?

You can still apply. Over-income applicants may not be approved — but if you are approved, you may be offered a flat rent option.

Rent is based on 30% of your monthly income, with a $50 minimum. If that amount is higher than the flat rent for your apartment size, a flat rent option may be available.

About utility allowances

A utility allowance may be given based on bedroom size. Utility allowances are subject to change based on HUD guidelines, and flat rents are subject to change based on currently released fair market rents and utility analysis reports.

How to apply

Five steps to home

From your application to your first set of keys, here is what happens along the way.

    Get an application

    Apply through the online application portal, or pick one up from our receptionist at 4284 Anderson Avenue, Farmville, NC 27828.

  2. 2

    Fill it out completely

    Include ALL requested information. If your application is incomplete, we will contact you to finish it — if it is not completed, we cannot accept it.

  3. 3

    Return it to us

    Bring it to our office by appointment only, or mail it back.

    Join the waiting list

    Once we receive your completed application, you are placed on the waiting list according to the date and time it was received.

  5. 5

    Your name reaches the top

    You remain on the list until your name reaches the top. If you are deemed eligible, you will be shown the first available unit that meets your bedroom needs.

While you’re waiting

It is your responsibility to keep your information up to date while your name is on the waiting list.

Report any changes, such as:

  • A new address
  • A new phone number
  • You or your co-head start or lose a job
  • People added to or removed from your lease

10 days

Respond when we reach out

We communicate by letter and telephone. If we don’t hear from you within 10 days, your file will be closed, your name removed from the waiting list, and you will have to apply again.

First available unit

You cannot request a specific development or street. If you are deemed eligible, you will be shown the first unit available that meets your bedroom requirements.

You may refuse once

You can refuse a unit one (1) time. After that, your file is considered closed and you must reapply to the program.

Utilities

Tenants pay utilities, but FHA provides a monthly utility allowance to help with:

  • Water
  • Sewer
  • Electric

Phone, cable and internet are the tenant’s responsibility.
